New residents to North Carolina must obtain a state drivers license within 30 days.
You must bring your out-of-state drivers license and proof of liability insurance to a testing station where you must pass a written, a road sign and an eye exam.
Resident moving from another area of North Carolina must report their change of address within 60 days.

New residents must obtain a North Carolina vehicle title when you register your vehicle for a license plate. To get a title and tag you must show
proof of out-of-state title, insurance policy number from a North Carolina authorized insurance
agency, as well as the name and address of any and all lien holder. The person whose name appears on the current title or
registration must come to the office; other persons cannot sign the
necessary documents.

License plates: $25.00 (specialty plates are available for additional fees)
A highway use tax is also collected whey you register your vehicle. This fee ranges from $40.00 - $150.00.
